On the afternoon of June 23, the Cao Bằng Department of Culture, Sports and Tourism organized the 6th Conference of Exemplary Role Models for the 2025–2030 period. This important event aimed to review the results of the patriotic emulation movement during 2020–2025, honor outstanding collectives and individuals, and set out new directions and tasks for the next phase.

Attending the conference were Comrade Trịnh Trường Huy, Provincial Party Committee Member and Vice Chairman of the Provincial People’s Committee; representatives of several provincial departments and agencies; and leaders and staff from offices and units under the Department of Culture, Sports and Tourism (DCST).
In the context of the nation promoting streamlined administration and reforming public management, the patriotic emulation movement has been an important driving force contributing to the successful fulfillment of cultural, sports, tourism, and family development targets in the province. For the 2025–2030 period, the sector has launched many emulation movements associated with the implementation of “Studying and following Hồ Chí Minh’s ideology, morality, and style”, thereby achieving outstanding results across all fields.
Cultural and family work has been implemented comprehensively, effectively serving political tasks while meeting the growing cultural enjoyment needs of the people. Over the past five years, the Mobile Propaganda Team organized more than 520 sessions; mobile film screening teams held over 4,800 screenings; the Provincial Library served over 264,000 readers with more than 15,000 new books; and the Provincial Museum collected 879 artifacts and organized hundreds of thematic exhibitions serving political and cultural events of the province. By the end of 2025, the province is expected to maintain 85% of households as “Cultural Families,” 60% of hamlets and neighborhoods as “Cultural Communities,” and 95% of agencies and units meeting cultural standards (achieving 100% of the targets set by the 19th Provincial Party Congress).
The sports sector continues to affirm its growth both in breadth and depth. The number of people regularly practicing sports reached 167,132 (30.5% of the provincial population), while the number of “Sports Families” increased to 28,813 households (20.5% of the total). Over five years, the sector organized more than 40 provincial-level competitions, participated in over 95 regional, national, and international tournaments, winning more than 700 medals of various types, with over 95 athletes achieving national-level rankings.
In tourism, the sector advised the province on breakthrough content for Tourism–Services development during 2021–2025, gradually making tourism a spearhead economic sector. From 2020–2024, the province welcomed 7.8 million visitors, with revenue reaching 1,464.3 billion VND, up 53.2% compared to the previous period. Accommodation facilities increased from 257 to 338 establishments. Many large-scale events were organized, such as the opening of cross-border tourism at Bản Giốc Waterfall (Vietnam) – Đức Thiên (China), and the 8th International Conference of the UNESCO Global Geoparks Network in the Asia–Pacific region, affirming Cao Bằng’s growing position on the regional tourism map.
The information, press, and publishing sector was also comprehensively implemented, effectively meeting the requirements of political communication and local development. Each year, Cao Bằng Newspaper produced over 14,000 articles, 2,800 television programs, and maintained many effective electronic pages and columns. Publishing, distribution of materials, and building grassroots information systems were carried out in accordance with regulations, enhancing communication effectiveness.
These achievements clearly demonstrate the spirit of innovation, determination, and aspiration for development of the entire sector over the past five years. They also form an important foundation for the 2025–2030 period, with the goal of improving the quality and effectiveness of the patriotic emulation movement, contributing to the successful realization of cultural, sports, tourism, and family development targets in the new context. Notably, many individuals and collectives were honored by the State and various levels: 2 Third-Class Labor Orders, 2 Emulation Flags, 1 Certificate of Merit from the Prime Minister, and hundreds of commendations from ministries and the Provincial People’s Committee, affirming recognition of their persistent and creative contributions.
The conference was also an opportunity to hear outstanding presentations from units such as the Provincial Museum, the Management Board of Non Nước Cao Bằng Geopark, and the Provincial Center for Training, Sports Competition, and Arts, with many practical initiatives in heritage preservation, promoting the Non Nước Cao Bằng Geopark title, sustainable tourism development, and high-performance sports.
Delivering his directive speech at the conference, Comrade Trịnh Trường Huy, Provincial Party Committee Member and Vice Chairman of the Provincial People’s Committee, praised the sector’s achievements and requested the DCST to continue promoting solidarity, creativity, innovative management thinking, accelerating digital transformation, and enhancing the effectiveness of the sector’s operations. At the same time, he emphasized the need to strengthen decentralization and delegation in managing the DCST fields; support localities in effectively operating the two-tier government model; and continue building a comprehensive Cao Bằng cultural identity while preserving ethnic traditions.
At the conference, the Provincial People’s Committee awarded Certificates of Merit to outstanding collectives and individuals for their implementation of Directive No. 01/CT-TTg dated October 4, 2019, of the Prime Minister on strengthening state management of foreigners entering, exiting, transiting, residing, and working in Vietnam. The Director of the DCST also presented Certificates of Commendation to 4 collectives and 15 individuals with outstanding achievements in the patriotic emulation movement of the DCST sector during 2020–2025.

The patriotic emulation movement for the 2025–2030 period was launched under the theme “Solidarity, discipline, responsibility, streamlined efficiency, and excellent fulfillment of political tasks.” This is a call for the entire Culture, Sports and Tourism sector to continue promoting the tradition of patriotic emulation, confidently integrating, and deserving to be the core force in building a culture rich in identity, advancing high-performance sports, and developing sustainable tourism in Cao Bằng.
