On the evening of June 29, at Kim Đồng Pedestrian Street, the Cao Bằng Department of Culture, Sports and Tourism, in coordination with the Cao Bằng City People’s Committee, organized a special art program to celebrate the official commencement of operations of the two-tier local government.

Central-level delegates included: Comrade Trần Hồng Minh, Member of the Party Central Committee, Minister of Construction; Comrade Vũ Thanh Mai, Deputy Head of the Central Propaganda and Mass Mobilization Commission; Comrade Trần Quốc Phương, Deputy Minister of Finance; and Comrade Nông Thị Hà, Deputy Minister of Ethnic and Religious Affairs.

Provincial-level delegates from Cao Bằng included: Comrade Quản Minh Cường, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Comrade Vũ Hồng Quang, Standing Deputy Secretary of the Provincial Party Committee; Comrade Bế Thanh Tịnh, Member of the Provincial Party Standing Committee, Chairman of the Provincial People’s Council; Comrade Vũ Đình Quang, Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of the province; Comrade Bế Minh Đức, Provincial Party Committee Member, Deputy Head of the Provincial National Assembly Delegation; Comrade Trịnh Trường Huy, Provincial Party Committee Member, Vice Chairman of the Provincial People’s Committee; along with leaders of several provincial departments, agencies, and the City People’s Committee, as well as a large number of local residents and visitors.

Outstanding Art Performances

This was a special art program held to celebrate the Announcement Ceremony of resolutions and decisions from the Central Government and local authorities on implementing the two-tier local government system, merging commune-level administrative units, concluding the operation of district-level administrative units, establishing Party organizations, appointing Party Committees, People’s Councils, People’s Committees, and the Vietnam Fatherland Front Committees at provincial, commune, and ward levels. Along with other localities nationwide, from July 1, 2025, Cao Bằng officially operates under the two-tier local government system with 56 commune and ward-level administrative units.

The art program was elaborately and grandly staged, featuring performances praising the Party, President Hồ Chí Minh, love for the homeland and country, and the province’s development. The organization of this special program created a joyful and exciting atmosphere, contributing to spreading unity in awareness and consensus among officials, Party members, and people of all social strata in the province regarding the arrangement of commune and ward-level administrative units. The program brought audiences feelings of pride, emotion, and unforgettable impressions at each historical milestone of the revolutionary homeland of Cao Bằng.

On this occasion, at Kim Đồng Pedestrian Street, various activities took place: exhibitions and promotional displays of Cao Bằng tourism through publications and products; book exhibitions and mobile library services; a photo exhibition themed “Cultural Heritage of Cao Bằng’s Ethnic Groups”; a mass dance performance “Dance of the Non Nước Region” with the participation of 500 people; performances of Then singing with the đàn Tính and other artistic shows on the Bằng River; fireworks produced by the Ministry of National Defense; and traditional folk games and cultural activities such as wood stacking, tug-of-war, ô ăn quan (mandarin square capturing), bamboo pole dancing, and lày cỏ.

Through the program, love for the homeland and faith in the future were conveyed; the Party, government, and people of all ethnic groups in the province unite to build Cao Bằng into a more prosperous, beautiful, and thriving land in the new era.
